Despite the heavy influx of people, the railway police presence at Simri Bakhtiyarpur station was minimal, raising concerns about potential accidents. The devotees were traveling to Baba Mateshwar Dham in Mansi for the Shravani Mela, and the railway was their primary mode of transport. The Simri Bakhtiyarpur station witnessed heavy crowds on all morning trains. While the trust and the sub-divisional administration had informed the railway authorities about the large crowds, only two RPF personnel were deployed at the station, proving insufficient for crowd control and security.

from Saharsa to Patna. Anil Paswan, a person with disabilities from Ranginya, was on board and found the disabled coach occupied by other passengers. Despite his requests, they refused to vacate the coach. When the train reached Simri Bakhtiyarpur, Anil's family and others informed the Mansi GRP about the issue. Upon reaching Mansi, the Mansi GRP and RPF removed approximately 15 people from the coach, including seven who were found to be without tickets. These individuals were penalized.
